  • War-mongers are manifestly not to be trusted as peacemakers ,for they will be satisfied with nothing less than surrender by the other party to the truce talks. That indisputable truth makes futile the idea of the Secretary of State for Commonwealth Relations that the problem of Southern Rhodesian Independence could be settled by Commonwealth intervention at this late date, when some African members of the Commonwealth openly threaten other members.
