- The policy of the exclusive tenure of land in the Highlands by European has led to bitterness over the extinguishing of African rights in the area ,and to a sense of injustice caused, in African eyes, by broad acres reserved for a few individuals alongside an African reserve in which land hunger exists. The approach on a tribal basis to questions of land tenure and land use is incompatible with the development of a modern economy ,and this applies equally to a purely racial approach to the highlands question.
