That is made clear in an interesting survey published in its reviews by the Overseas Employers’ Federation, which writes, inter alia:” By the end of 1954 there were(in British Colonial territories)over 1,450 registered trade unions, including 210 employer associations, with a membership of just under one million out of a total wage earning population of some four and a half millions.”
