- President Daniel arap Moi said “The UN tribunal on the Rwanda genocide must address itself to the twin issues of who shot down the plane that killed the President of Rwanda and Burundi and who engineered the Rwanda invasion which triggered off the genocide.
- President Moi said it was crucial that the tribunal investigate why Rwanda was in turmoil before the death of the two presidents and the subsequent genocide without which the aggrieved people of Rwanda cannot trust the tribunal.
