This week’s admission of the membership of the OAU of the Polisario government in exile may at first sight appear to prejudice the OAU’s own effort to bring the dispute between the Polisario and Morocco to an amicable settlement. The OAU in its June summit in Nairobi did agree to a referendum in Western Sahara which would determine the wishes of the people of that territory as to who should rule them.
