- Hope for a return to normalcy in strife-torn Somalia habe been growing dimmer as rival rebel groups intensify their bitter struggle to gain control of the country. A national conference called by the United Somalia Congress (USC) ,which was sheduled to take place ,failed to get off the ground when rival rebel groups refused to participate.
