- The return of Flight Lt.Jerry Rawlings to power in Ghana is a story statement about the fragility of political institutions in Africa. When he first took over power in 1979, only months before Ghana was scheduled to return to civilian rule after years of military regime, Rawlings claimed that his coup was aimed at ensuring fair and honest elections which he feared might not materialize under the regime.
