Following the dreadful drought of 1984, many African countries have had to do some hard thinking about their economies, which have performed rather poorly since independence. The causes for the poor performance range from mismanagement and corruptionin both public and private sectors. In the area of ffod production , the main culprits have been misguided policy measures which have discriminated against farmers in favour of urban consumers of food.
