- The statement of the effect that all Kenyans going for studies abroad should deposit three years’ fees with the moinistry of higher education is an attempt to deny the poor in Kenya a chance of higher education. The higher education ministry should review their stand on the matter because it is quite obvious that few Kenyans will be able to come up with that kind of money.
