There is a gap that the government needs to fill effectively in respect of the procedures for voting at the next general elections. The extent in which the gap exists is evident from the confusion which even a person of such eminence as Bishop Gitari of the church of the province of Mt Kenya East seems to have at one time entertained over the constitutionally of the prescription that only Kanu members can vote in preliminary election.
