The recent influx of Ugandan refugees into Kenya’s border district of Busia has created a new problem between the two countries whose relations have remained strained over the past months. A week after the refugees entered Busia, Kenya’s minister of state incharge of internal security , Mr. Justus Ole Tipis, issued a hard-hitting statement in which he accused Uganda of almost declaring war on Kenya by stationing its troops along their common border.
