The working party on the national code of conduct has at last presented its report to the president. Arising out of its recommendations will be a code of conduct which leaders as well as ordinary citizens are supposed to honor. It is important to bear in mind that it is an addition to systems which already exist and which, if they had been working properly, would have rendered a formalized national code of conduct unnecessary.
