The Arusha summit meeting which brought together Presidents Moi, Nyerere and Obote could mark the beginning of a new regional community in Eastern Africa. The main question is whether the governments and people of East Africa appreciate the challenges that are posted by the new relations between them, for it is clear that unless the kinds of pitfalls that brought the defunct East African Community are avoided, we could come to grief, again in our quest for unity.
